Toll-free or local number for business texting? A practical comparison
Both local and toll-free numbers support two-way SMS and MMS. The differences are registration, cost, throughput and perception.
Registration
- Local (10DLC): brand registration (EIN required) plus a campaign per use case. One-time fees, small monthly campaign fee. Days to approve.
- Toll-free: a single free verification covering business, use case and opt-in evidence. One to three weeks to approve.
Cost
Per-message rates are the same on Texttive. Toll-free numbers lease for slightly more per month but carry no registration fees; local numbers are cheaper per month but incur 10DLC fees. Over a year, a single-campaign local setup and a toll-free setup cost roughly the same.
Throughput
Verified toll-free numbers get high, predictable throughput. Local numbers get caps tied to your 10DLC trust score, which is fine for most businesses but can be limiting for very large campaigns.
Perception
A local number looks like a neighbour; a toll-free number looks like a company. For a dental office or a plumber, local usually wins on reply rate. For a bank, a utility or a national brand, toll-free reads as legitimate.
Voice
If customers will call the number back, consider where the call should land. Both types can forward calls; toll-free calls cost the business, not the caller.

- Small local business, wants to start fast, has an EIN → local.
- No EIN yet, or wants zero registration fees, can wait a couple of weeks → toll-free.
- Very high volume or nationwide notifications → toll-free, possibly several.
